NH MCAP Teleconsults to Schools
NH Mental Health Care Access in Pediatrics (NH MCAP) Teleconsults to Schools Program connects NH K-12 school teams, including school nurses, special educators, social workers, school counselors, and other student support staff with a child and adolescent behavioral health expert who understands the specific challenges and needs of schools.

What types of situations can I use this program for?
- Staff well-being
- Tier 1 & Tier 2 MTSS supports
- Bridging the gap with healthcare systems to support students
- Effectively documenting to communicate with families
Scenario:
A 6th-grade student has begun showing increased emotional outbursts in class—refusing to participate, leaving the classroom without permission, and becoming verbally aggressive when redirected. The MTSS team has already implemented Tier 2 support, including check-ins with the school counselor and a behavior tracking plan, but progress has stalled. Teachers are concerned the behavior is escalating toward Tier 3.
Challenge:
The team is unsure whether the behavior reflects emerging anxiety, trauma-related stress, or a possible mood disorder. They want to support the student without immediately moving to a formal special education referral or outside clinical services.
How Teleconsults to Schools Could Help:
School personnel schedule a teleconsult with a child behavioral health specialist through NH MCAP. During the call, the team could receive guidance on:
● Differentiating between anxiety-driven behaviors and emotional regulation challenges
● Adjusting Tier 2 interventions to include trauma-informed classroom strategies
● Coaching staff on de-escalation language and predictable routines
Outcome & Takeaway:
The school refines the student’s support plan, reduces classroom removals, and improves communication with the family. The student stabilizes at Tier 2, avoiding unnecessary escalation to Tier 3 or special education referral. Teleconsults can provide early guidance that helps schools respond strategically before challenges become crises.
Scenario:
A high school student with an IEP for a learning disability has recently shown signs of withdrawal, missed assignments, and frequent nurse visits for headaches and stomachaches. Teachers suspect depression or anxiety, but the team is uncertain how mental health intersects with the student’s current eligibility and services.
Challenge:
The school wants to ensure they are meeting both educational and emotional needs without overstepping into clinical diagnosis or delaying needed support.
How Teleconsults to Schools Could Help:
School personnel schedule a teleconsult to discuss:
● How mental health symptoms can impact learning and executive functioning
● Appropriate school-based accommodations versus outside clinical supports
● How to document concerns and communicate effectively with families
Outcome & Takeaway:
The team adjusts the IEP to include emotional regulation support and school-based check-ins while helping the family connect with community mental health services. The student’s attendance and engagement improve. Teleconsults help clarify the boundary between educational support and mental health care, ensuring students get the right help without confusion or delay.
Scenario:
A middle school sees a spike in hallway incidents, emotional dysregulation, and staff referrals for student behavior.
Teachers report feeling overwhelmed and unsure how to manage the increase in student mental healthneeds.
Challenge:
Leadership wants to strengthen Tier 1 and Tier 2 systems but doesn’t know where to start or which strategies are most effective for their school culture.
How Teleconsults to Schools Could Help:
School Personnel schedules a teleconsult to explore:
● School-wide prevention strategies for emotional regulation and resilience
● MTSS-aligned mental health supports at Tier 1 and Tier 2
● Staff training topics that build confidence and consistency
Outcome & Takeaway:
The school implements short, consistent classroom regulation routines and staff professional learning aligned with student needs. Behavior referrals decrease, and staff report feeling more supported and prepared. Teleconsults support systems-level thinking, not just individual student problem-solving.
